Almarar holds a Master degree in Political Economics from the New School for Social Research (NSSR) in New York, USA, and holds a Bachelor's degree in Economy & Business Administration from Sofia University in Japan. H.E. Khalifa Bin Shaheen Almarar has represented the UAE in many international forums and participated in many bilateral meetings and meetings of regional and international organisations.
On 9 February 2021, Almarar was appointed Minister of State. From August 2018 to 9 February 2021, he served as Assistant Minister for Political Affairs at the Ministry of Foreign Affairs. From 2016 to 2018, Almarar was Ambassador Extraordinary and Plenipotentiary of the United Arab Emirates to the Republic of Turkey. From 2009 to 2016, he was Director of the Department of International Organisations at the Ministry of Foreign Affairs in Abu Dhabi.
In 1999-2009 Almarar was Ambassador Extraordinary and Plenipotentiary of the United Arab Emirates to the Islamic Republic of Iran and Non-Resident Ambassador to the Republic of Armenia. During 1995-1998, he was Director of the Gulf Cooperation Council Affairs Department at the Ministry of Foreign Affairs in Abu Dhabi. From 1990 to 1995, He was Ambassador Extraordinary and Plenipotentiary of the United Arab Emirates to the Syrian Arab Republic. From 1986-1990, Almarar was Deputy Director of the Arab World Department at the Ministry of Foreign Affairs in Abu Dhabi. In 1978-1981, Almarar served at the UAE Embassy in Tokyo. In 1982-1985, he worked at the UAE's Permanent Mission to the United Nations in New York.
