The Ministry of Foreign Affairs and International Cooperation and the Dubai Courts have signed a Memorandum of Understanding, MoU, to cooperate in the UAE Technical Assistance Programme, UAETAP, which was launched as part of the UAE's foreign aid strategy, with the aim of building the capacities of developing countries and creating opportunities for international cooperation.

The MoU was signed by Sultan Mohammad Al Shamsi, Assistant Minister of Foreign Affairs and International Cooperation for International Development Affairs, and Tarish Eid Al Mansouri, Director-General of the Dubai Courts.

The MoU aims to create a partnership that is based on providing and sharing knowledge and expertise with developing partner countries in the areas of judicial development and justice, in line with the UAE's foreign aid policy and strategy, while supporting the implementation of the country's international cooperation agenda.

Al Shamsi expressed his appreciation for the efforts and accomplishments of the UAE's federal and local authorities, which have contributed to the country’s prosperity and development and have established its reputation in international forums through UAETAP, which provides a platform to highlight the country's international cooperation efforts, validate its bilateral relations with other countries, and ensure its sustainable development.

Al Shamsi said that UAETAP was launched to complement the UAE's international cooperation policy, and is an extension and vital element of its sustainable international cooperation.

He explained that the UAE's focus on providing technical assistance stems not only from its needs, but is also based on development, capacity-building and knowledge sharing, which increases the efficiency and effectiveness of its other forms of assistance. This is the basis for creating a better understanding among nations, and is a catalyst for advancing the efforts of the UAE and its partner countries to attain greater innovation and further achievements, he added.

Al Shamsi went on to say that the appropriate areas of technical assistance were identified by the UAE, based on its comparative advantages and unique areas of expertise.

Al Mansouri said that the Dubai Courts is committed to enhancing its work with all federal and local government institutions, to achieve the efforts of the wise leadership to strengthen co-operation and promote sustainable development in various social, economic, scientific and cultural areas, in order to realise the UAE Vision 2021, which aims for the UAE to be among the world’s leading countries.

He added that the MoU will enhance the role of the Dubai Courts as a major contributor to supporting the country’s overall renaissance, through its directives to achieve equality and justice, and for all to be entitled to their full rights.

The international definition of technical assistance is defined as a non-financial aid that is under the umbrella of foreign assistance and is provided through a third party to the governments of developing partner countries.
