About this service
This service enables UAE citizens to obtain a digitally issued and attested "To Whom It May Concern" certificate through the Ministry of Foreign Affairs’ website or smartphone application, without the need to visit a UAE mission or follow traditional in-person procedures. The certificate can be used when applying for study abroad or seeking medical treatment overseas.
Service process

Log in using UAE Pass.

Select the type of certificate and provide the required information and documents.

Complete the attestation process and receive the certificate via the email registered with UAE Pass.
Conditions of Use
1. Applicants must be nationals of the United Arab Emirates.
2. The application must be accurately and duly completed.
3. All required documents must be attached.
