The United Arab Emirates and Brazil have strengthened their partnership on climate action through a series of landmark engagements that culminated in the historic COP28–COP30 cycle.
In November 2023, President Luiz Inácio Lula da Silva participated in COP28 in Dubai, UAE — the most ambitious climate summit held to date. In April of that same year, both governments had signed a Joint Declaration on Climate Action, and in August 2023, COP28 President Sultan Al Jaber visited Brazil for the Amazon Summit in Belém, reinforcing the joint commitment to sustainability and clean energy.
At COP28, it was formally confirmed that Brazil would host COP30, and both countries launched the UAE-Belém Work Programme — a two-year joint initiative to develop global indicators for measuring climate resilience. This programme was concluded at COP30 in Belém in November 2025, producing the Belém Adaptation Indicators, a framework adopted by 195 nations.
The Consulate General of the UAE in São Paulo sees the UAE–Brazil climate partnership as a model of South–South and multilateral cooperation, reflecting a shared vision for a sustainable, low-carbon future grounded in innovation and international solidarity.
