His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President, Prime Minister and Ruler of Dubai, together with a number of Crown Princes and senior officials, attended the keynote address delivered by Spanish Prime Minister Pedro Sánchez during the opening day of the World Governments Summit 2026 in Dubai.
In his remarks, Sánchez reaffirmed his commitment to a vision centered on prioritizing peace, placing people at the heart of the economy, and achieving sustainable progress, while highlighting the growing challenges of the digital age.
He also announced a package of five measures that Spain will begin implementing to address the negative effects of social media platforms. These measures include strengthening the legal accountability of platforms, criminalizing algorithmic manipulation, assessing the impact of hate speech and polarization, imposing penalties on harmful and inciting content, and protecting minors through effective age-verification mechanisms.
Sánchez further highlighted the strong performance of the Spanish economy, which recorded 2.8% growth in 2025, surpassing the average growth rate of the Eurozone and generating approximately 600,000 new jobs. He emphasized Spain’s attractiveness as a destination for investment and economic growth.
