H.E. Noura bint Mohammed Al Kaabi

Minister of State at the Ministry of Foreign Affairs

Since February 2023, Her Excellency Noura bint Mohammed Al Kaabi has been serving as a Minister of State at the Ministry of Foreign Affairs. She also holds the position of Secretary-General of the Kalimat Foundation and serves as a Non-Executive Director of Alef Education.

Her Excellency has spearheaded significant efforts to strengthen the global presence of the United Arab Emirates. She has played a pivotal role in promoting the country’s creative and cultural sectors and in fostering intercultural understanding across the globe. Among her most notable achievements is securing the UAE a seat on the UNESCO Executive Board, as well as the participation in the “Reviving the Spirit of Mosul” initiative; a global project dedicated to the restoration of cultural and heritage sites in Iraq.

Previously, Her Excellency held the post of Minister of State for Federal National Council Affairs, where she facilitated legislative advancements within the Cabinet. She also served as a Minister of Culture and Youth from 2020 to 2023, a Minister of Culture and Knowledge Development from 2017 to 2020, and as a President of Zayed University. During her Presidency of Zayed University, she established the College of Interdisciplinary Studies and introduced programs that seamlessly integrate academic exploration with practical expertise.

Her contributions to strengthening international cultural relations have been internationally recognized; she was awarded the Chevalier of the French Order of the Legion of Honor and the Chevalier of the French Order of Merit. In addition to that, she received the Diplomatic Service Medal—Gwanghwa Medal in 2020 from the Republic of Korea for her endeavors in enhancing the diplomatic relations between the United Arab Emirates and South Korea.

Her Excellency obtained a Bachelor of Arts in Management Information Systems from the United Arab Emirates University and pursued postgraduate studies in Executive Leadership at the London Business School.
