Issuance of a Return Document
This service enables UAE nationals who encounter emergency situations while abroad, such as the loss, damage, or expiration of an ordinary passport, to obtain a Return Document through the UAE’s diplomatic missions overseas, facilitating their return to the United Arab Emirates.
Service Steps
1. Log in using the UAE Pass (Digital Identity).
2. Submit the application electronically and upload the required documents.
3. Receive the electronic Return Document via email.
Required Documents
For a Return Document Due to Loss of an Ordinary Passport
- Copy of the lost passport.
- Copy of the police report for the lost passport.
- Recent personal photograph.
For a Return Document Due to Expiration of an Ordinary Passport
- Copy of the expired passport.
- Recent personal photograph.
For a Return Document Due to Damage of an Ordinary Passport
- Copy of the damaged passport.
- Recent personal photograph.
- Signed statement explaining the reasons for the passport damage, or a clear photograph showing the damaged passport.

Return Document for Newborns
This service enables UAE nationals to obtain an electronic Return Document for children born while abroad through UAE diplomatic missions overseas, facilitating their return to the United Arab Emirates.
Service Steps
1. Log in using the UAE Pass (Digital Identity).
2. Submit the application electronically and upload the required documents.
3. Receive the electronic Return Document via email.
Required Documents
Return Document for Newborns

- Copy of the child’s birth certificate, duly attested by the Ministry of Foreign Affairs of the host country and the UAE Mission abroad.
- Copy of the father's passport.
- Copy of the mother's passport.
- Copy of the marriage certificate, duly attested by the Ministry of Foreign Affairs of the host country and the UAE Mission abroad.
- Copy of the complete Family Book (Khulasat Al Qaid).

Twajudi:
Twajudi is a service provided by the Ministry of Foreign Affairs to UAE citizens to facilitate communication during crises and emergencies, assisting them, and coordinating their return to the country.
Procedure:
- Log in to one of the Ministry of Foreign Affairs services using your digital ID, entering the username and password associated with your digital ID, or create a new username.
- Select Twajudi from the "Personal Services" menu and click "Get Service" to enter your travel details and submit your request.
- Receive an SMS and email confirming successful completion of the process, along with an application number.

Important guidelines for UAE citizens visiting the Russian Federation

To ensure the safety of UAE nationals and facilitate travel and stay procedures, please take note of the following guidelines:
1. Visa-Free Entry
UAE nationals may enter the Russian Federation without a visa for stays of up to 90 days within any 180-day period.
2. Passport Validity
Passports must be valid for at least six months from the date of entry into the Russian Federation.
3. Health Insurance
Travelers are advised to obtain comprehensive international health insurance covering the entire duration of their stay, including emergency medical treatment and hospitalization.
4. Hotel and Travel Bookings
It is recommended that hotel reservations and travel arrangements be made through accredited and reputable travel agencies. Travelers should avoid dealing with unofficial service providers.
5. Currency and Payment Methods
- Bank cards issued outside the Russian Federation may not function within the country.
- As exchanging UAE Dirhams can be difficult in Russia, travelers are advised to carry US Dollars or Euros.
6. Cash and Valuable Possessions
- The maximum amount of cash that may be brought into the country without declaration is USD 10,000 or its equivalent.
- The total value of jewelry, watches, and other valuable items should not exceed USD 75,000.
7. Customs Declaration
If the value of cash or valuables exceeds the permitted limits, travelers must declare them to customs authorities upon departure and again upon arrival in the Russian Federation through the Red Channel.
8. Medications
Travelers carrying medications for personal use, particularly controlled or psychotropic medicines, must ensure that they are accompanied by an official medical prescription, duly certified and translated into Russian, and that they comply with applicable Russian regulations.
9. Migration Card
Travelers should retain the migration card issued by border authorities upon arrival in the Russian Federation. The card may be required for hotel registration, departure procedures, and other official transactions.
10. Residence Registration
Upon arrival, travelers should provide their passport to their hotel or accommodation provider to complete mandatory residence registration procedures in accordance with local regulations.
11. Management of Cash and Valuables
Travelers are advised not to carry all cash or valuable possessions while sightseeing or visiting public places. It is recommended that a portion be stored securely in hotel safety deposit boxes or another secure location.
12. Compliance with Local Laws
Visitors must comply with all local laws and regulations and refrain from photographing government buildings, military facilities, or any locations where photography is prohibited.
13. Transportation
Travelers are advised to use only licensed taxis or approved ride-hailing applications and to avoid unlicensed vehicles.
14. Emergency Assistance
In the event of an emergency, UAE nationals may contact the emergency hotline for UAE citizens abroad at +971 800 24.

Bringing companion animals (cats - dogs):

A service is available to obtain approval for bringing companion pets (cats or dogs) into the UAE. The permit is valid for 90 days from the date of issuance.

Inquiry regarding transit request:

Those who require a visa to enter the UAE are permitted to transit through the transit area without a prior visa, provided they do not need to pass through passport control.

Inquiry regarding a tourist visa application:

Those wishing to obtain a tourist visa to visit the UAE must apply through licensed travel agents. Passports must be valid for at least six months.

Visas

Mutual Visa Waiver Agreement between Russia and the UAE
On February 17, 2019, the Mutual Visa Waiver Agreement between the United Arab Emirates and the Russian Federation entered into force.
According to the agreement, citizens of the UAE and the Russian Federation, holding valid passports of any type (diplomatic, special, or ordinary) with at least six months of validity remaining, and who do not intend to work, study, or reside in the UAE or the Russian Federation, are exempt from visa requirements and have the right to enter, stay in, or transit through the other country for 90 days without a visa.
The total authorized stay must not exceed ninety (90) days within any one hundred and eighty (180) day period.
Citizens of the UAE and the Russian Federation must cross the border only through official border crossings open to international passenger traffic, in accordance with the legislation of each country. If the stay reaches 90 days within 180 days from the first arrival date, departure is required, and re-entry is only permitted 180 days after the first entry date.

Obtaining the Golden Visa

Golden Visa
The UAE Golden Visa is a government program offering long-term residency (5 or 10 years), renewable, with a range of special benefits designed to attract investors, talent, entrepreneurs, outstanding students, and others.
Features:
• Multiple-entry visa valid for 6 months to complete residency procedures.
• No need for a sponsor within the UAE.
• Ability to stay outside the UAE for more than 6 months without losing residency.
• Issuance of residency permits for family members (spouse and children).
• No limit on the number of domestic workers that can be brought into the country.
• In the event of the residency holder's death, family members can remain in the UAE for the duration of the residency permit. 
Eligible Categories and Requirements:
Investors in Public Investments (10-Year Golden Visa):

Investment in an investment fund under the following conditions:
- A letter from an approved investment fund in the UAE confirming a deposit of 2 million AED.
- A valid commercial or industrial license along with the company's articles of incorporation, clearly stating that the invested capital is at least 2 million AED.
- A letter from the Federal Tax Authority confirming that the investor is an owner or partner in a tax-paying establishment, with their tax contribution being at least 250,000 AED annually.
- The capital must be fully owned and not a loan.
- Proof of health insurance for the investor and their family (if applicable).
Investors in Real Estate (5-Year Golden Visa):
- A letter from the Real Estate Registration Department in the relevant emirate confirming ownership of one or more properties with a minimum value of 2 million AED, and stating that the property is not subject to any mortgage.
- Proof of residence in the UAE (home ownership or a rental agreement). 
Entrepreneurs (5-Year Golden Visa):
- An innovative, technological, or future-oriented economic project.
- A letter from a UAE auditor stating that the project's value is no less than AED 500,000 (Project Owner).
- A letter from the relevant authorities in the UAE stating that the project is technologically advanced or future-oriented and demonstrates leadership potential (Project Owner).
- A letter from an accredited business incubator or the relevant authority in the Emirate stating that the project is pioneering, technologically advanced, or future-oriented (Project Founder).
Individuals with rare talents and specializations (10-year Golden Visa):
- Physicians and scientists (Doctors: A letter of recommendation from the Ministry of Health confirming their medical license; Scientists: A letter of recommendation from the Emirates Scientists Council or the Secretariat of the Sheikh Mohammed bin Rashid Al Maktoum Award for Scientific Excellence stating that the applicant has received the Scientific Excellence Medal).
- Creative individuals in the fields of culture and art (A letter of recommendation from the Ministry of Culture and Youth or the relevant Department of Culture and Arts in the emirate, such as the Dubai Culture Authority or the Abu Dhabi Department of Culture and Tourism).
- Inventors (A letter of recommendation from the Ministry of Economy).
- Executive managers (A copy of the university degree, certified by the Ministry of Education, proving a minimum of a Bachelor's degree; a certificate of at least 5 years of experience; a salary certificate of at least 50,000 AED; and a valid employment contract).
- Specialists in priority scientific fields (A certified copy of the PhD certificate from the Ministry of Education in one of the priority specializations).
- Athletes (A letter of recommendation from the General Authority of Sports or one of the sports councils).
- PhD holders specializing in engineering and science fields, including the following subjects. The following fields of study are available:
Epidemiology and Virology, Artificial Intelligence, Big Data, Computer Engineering, Electronics Engineering, Software Engineering, Electrical Engineering, Genetic Engineering and Biotechnology.
Distinguished Students:
High School Students (5-Year Golden Visa):
- A minimum grade of 95% in a public or private high school.
- A letter of recommendation from the Ministry of Education (Emirates Education Foundation).
- Visa renewal is possible if the student is still enrolled in a university in the UAE and requires a study period exceeding 5 years.
Students from UAE Universities (10-Year Golden Visa):
- The university must be classified as (A) or (B) according to the classification approved by the Ministry of Education.
- A letter of recommendation from the university or graduation certificate showing that the student's cumulative GPA is at least 3.5 in universities classified as A or 3.8 in universities classified as B.
- No more than two years should have passed since graduation.
Students from Foreign Universities:
- To be eligible for a Golden Visa for top graduates from foreign universities, the foreign university must be ranked among the top 100 universities in the UAE. The world according to the international classification approved by the Ministry of Education.
- The cumulative GPA for a bachelor's degree must be at least 3.5.
- No more than two years should have passed since graduation.
- The degree must be accredited by the Ministry of Education.
Humanitarian Pioneers (10-Year Golden Visa):
- Members of international and regional organizations, or their distinguished employees, for a minimum of five (5) years.
- Members of public benefit associations and institutions, or their distinguished employees, for a minimum of five (5) years.
- Recipients of awards of appreciation from a local, regional, or international institution specializing in humanitarian work.
- Outstanding volunteers in the field of humanitarian work, for a minimum of five (5) years or 500 (500) volunteer hours.
- Financial supporters of humanitarian work, with a minimum contribution of AED 2,000,000 or its equivalent.
Frontline Workers:
• Exceptional medical and support personnel during crises.
• Based on a recommendation from the relevant authority in the country.
