UAE-HK Agreements in Place

  • Air Services Agreement signed on 29 April 1998.
  • Convention on the avoidance of double taxation signed by initials in July 2010, and formally signed in Abu Dhabi in mid-December 2014 during the visit of His Excellency the Minister of Finance of Hong Kong to the UAE.
  • Three Fintech agreements between Dubai Financial Services Authority (DFSA) and Hong Kong Monetary Authority (HKMA), Insurance Authority, and Securities and Futures Commission (SFC) signed in August and September 2017.
  • Two Fintech agreements between Financial Services Regulatory Authority of the Abu Dhabi Global Market, HKMA and SFC in June 2018.
  • Investment Promotion and Protection Agreement (IPPA) signed in Dubai on June 16th, 2019.
  • Blockchain-based Multiple Central Bank Digital Currency Bridge (m-CBDC) agreement signed by the Hong Kong Monetary Authority and the central banks of the UAE, Thailand and China in February 2021.

  • Memorandum of Understanding (Air Services) signed on 10 October 2001.
  • Memorandum of Understanding (Bourse) signed between Abu Dhabi Securities Market and HK Stock Exchange on 28 March 2007.
  • Hong Kong Council for Accreditation of Academic and Vocational Qualifications (HKCAAVQ) signed an MOU with Knowledge and Human Development Authority (KHDA) of the UAE in 2015 (renewed in 2018).
  • Dubai Islamic Economy Development Centre (DIEDC) signed an MOU with the Hong Kong Trade Development Council (HKTDC) in April 2019 to exchange knowledge and best practices in Islamic economy.
  • MOU on establishing Hong Kong’s Economic and Trade Office (HK ETO) in Dubai: MOU signed in June 2020. Opening Ceremony of HKETO-Dubai took place on 28 October 2021.
  • Hong Kong Trade Development Council and Abu Dhabi Chamber of Commerce and Industry MOU on exchanging information on trade and investment, organizing seminars, assisting trade and investment missions (February 2023).
