UAE–HK Agreements in Place

  • Air Services Agreement signed on 29 April 1998.
  • Convention for the Avoidance of Double Taxation, formally signed in Abu Dhabi in December 2014 during the visit of His Excellency the Minister of Finance of Hong Kong to the UAE.
  • Three Fintech agreements between Dubai Financial Services Authority (DFSA) and Hong Kong Monetary Authority (HKMA), Insurance Authority, and Securities and Futures Commission (SFC) signed in August and September 2017.
  • Two Fintech agreements signed in June 2018: between the Financial Services Regulatory Authority of the Abu Dhabi Global Market and the Hong Kong Monetary Authority; and between the Financial Services Regulatory Authority of the Abu Dhabi Global Market and the Hong Kong Securities and Futures Commission. 
  • Investment Promotion and Protection Agreement (IPPA) signed in Dubai on 16 June 2019.
  • Blockchain-based Multiple Central Bank Digital Currency Bridge (m-CBDC) agreement signed by the Hong Kong Monetary Authority and the central banks of the UAE, Thailand and China in February 2021.

  • Memorandum of Understanding (on Air Services) signed on 10 October 2001.
  • MoU signed between Abu Dhabi Securities Market and HK Stock Exchange on 28 March 2007.
  • MoU between Hong Kong Council for Accreditation of Academic and Vocational Qualifications (HKCAAVQ) and Knowledge and Human Development Authority (KHDA) in the UAE in 2015 (renewed in 2018).
  • MoU between the Dubai Islamic Economy Development Centre (DIEDC) and the Hong Kong Trade Development Council (HKTDC) in April 2019 to exchange knowledge and best practices in Islamic economy.
  • MoU on establishing Hong Kong’s Economic and Trade Office (HK ETO) in Dubai: MoU signed in June 2020. Opening Ceremony of HKETO-Dubai took place on 28 October 2021.
  • MoU between the Hong Kong Trade Development Council and Abu Dhabi Chamber of Commerce and Industry on exchanging information on trade and investment, organizing seminars, and assisting trade and investment missions (February 2023).

  • Currency Swap Agreement and MoU between the Central Bank of the UAE and the People’s Bank of China signed in Hong Kong on 28 November 2023.
  • MoU between the Central Bank of the UAE and the Hong Kong Monetary Authority (HKMA) on debt capital market collaboration signed on 20 December 2024.
  • MoU between the UAE Accountability Authority and the Hong Kong Independent Commission Against Corruption, signed in Abu Dhabi on 25 February 2025, to deepen anti-corruption cooperation.
  • MoU between Hub71 and Cyberport, signed on 17 September 2025, to foster cross-border startup growth and help Hong Kong tech startups expand into the Middle East through Abu Dhabi as a launchpad.
  • MoU between the Abu Dhabi Securities Exchange and the Hong Kong Stock Exchange, signed on 17 September 2025, to expand market connectivity, explore dual listings, cooperate on financial products, promote ESG initiatives, participate in promotional activities, and increase capital flows.
  • MoU between the Securities and Commodities Authority and Hong Kong Securities and Futures Commission, signed on 17 September 2025, to establish a Mutual Recognition of Funds (MRF) arrangement for facilitating cross-border distribution of public investment funds between the two markets.
