Bilateral Relations

The United Arab Emirates and the Democratic Republic of Timor-Leste share growing bilateral relations, with both countries working to expand cooperation in areas that support sustainable development and mutual prosperity.

Diplomatic relations were established in 2009, with the UAE represented through its Embassy in Jakarta on a non-resident basis. Timor-Leste opened its Embassy in the UAE in September 2024, marking a further step in strengthening diplomatic ties.

High-level meetings and official visits have supported the development of bilateral relations. These include the visit of H.E. José Ramos-Horta, President of the Democratic Republic of Timor-Leste, to the UAE, during which he met with His Highness Sheikh Mohamed bin Zayed Al Nahyan, President of the United Arab Emirates, to discuss ways to advance cooperation.

On August 31, 2026, H.E. President José Ramos-Horta received H.E. Noura Al Kaabi, Minister of State, in Dili during the first UAE ministerial-level visit to Timor-Leste. The visit reflected the two countries’ commitment to strengthening engagement and exploring further opportunities for collaboration.

The UAE and Timor-Leste continue to pursue cooperation in development, education, renewable energy, capacity building, trade, and investment.
