Yes, The United Arab Emirates visa is a visa issued electronically by airlines or tourism companies.

For Turkish nationality who hold a diplomatic (green color) or mission passport (gray color), they can travel to UAE without a visa, with a maximum of 90 days, provided that the passport is valid for at least 6 months. Important note: Inquiries about the visa, the time required to extract it, the fees and the required papers, shall be made through tourism agency or airlines.
The documents issued by the United Arab Emirates must be certified by the Ministry of Foreign Affairs in the United Arab Emirates, in order to be certified by the embassy in Ankara or the consulate in Istanbul.
1- Documents written in a language other than Arabic or English, a certified translation by a notary must be attached. 2- The Turkish Foreign Ministry of Foreign affairs must attest the documents in order to be certified by UAE embassy in Ankara. or from the governor “istanbul valiliği” in Istanbul in order to be approved from the UAE consulate in Istanbul.
The traveler can stay at the UAE's airports for a maximum of 96 hours without need for a transit visa, provided that he/she will not leave the airport.
